Follow these steps to create and send a news bulletin:
Go to the Admin area.
Locate the Notifications window and click on News Bulletins.
Click Add News Bulletin.
Enter your message content.
Select whether the bulletin is intended for units, contractors, or both.
Attach any relevant files if needed.
Click Save to send the bulletin.
